Where is OVpay available and who can use it?

This page would tell you whether OVpay is available. The Keukenhof is in Lisse and the website doesn't list bus 852, but as you eventually found out, it was available, and based on the signage, probably all express Keukenhof buses support it. Perhaps they aren't listed because the checking happens outside the bus.
And... can we even use it? We have US-issued Mastercard debit and credit cards available to us.

The system works so well that a couple of weeks ago, I was unable to check in at Utrecht Central Station with a QR code of an international train ticket on my smartphone, because it tried to switch to OVpay mode ...
The safest option is probably to buy an OV chipkaart. Price-wise, it won't matter much, and it's accepted in all public transportation in the Netherlands.
